Most likely the installation not completing itself on PS4 has to do with the cache. I'd advice that you first uninstall the Madden 18 installation you have on your PS4 currently, then clear the cache, then try installing it again.
Let the PlayStation 4 to fully power down and wait for 10 to 20 seconds. I'd prefer unplugging your PS4 from the power cord and waiting for a solid minute to make sure.
Now try installing the game again. If it still does not work, disconnect the PS4 from the internet, uninstall the game again, clear the cache again, and try installing the game with your internet connection still off. Sometimes it may take a few minutes for the game to realise that it has actually installed everything. So do give it a few minutes even if it looks like this method of installation didn't work.
